AGREEMENT TO ABIDE BY THE RULES: By entering the Arizona Big Game Super Raffle 2023-2024 Raffle (the “Raffle”), participants confirm that they are at least twenty-one (21) years of age, are present in Arizona at the time of ticket purchase, and have read, understand, and agree to abide by these Rules (the “Rules”).
The Raffle is conducted by and for the benefit of the Arizona Big Game Super Raffle dba Conservation First USA (“CFUSA”), a non-profit 501-c-3 corporation, active and in good standing in the State of Arizona. Its mission is to help fund wildlife habitat enhancement initiatives. CFUSA will return one hundred percent (100%) of the proceeds from the Raffle of the Arizona Special Big Game Tags to the AZ Game & Fish Department. All other net proceeds from the Raffle will be used by CFUSA to further its conservation mission.
During Phase I of the Raffle there will be one (1) winner of the Jaws & Paws Raffle, and the winner will receive one Arizona Special Big Game Tag for each of the following species: black bear, mountain lion and javelina. The winner is entitled to hunt for each of these three (3) species anytime during the period August 15, 2024 – August 14, 2025. The Prize includes seven (7) days of guide service provided by Dieringer Outfitters and can be used for any or all of the three (3) species. The winner is responsible for arranging guide service dates with the outfitter. Guide service includes meals & lodging. The Prize does not include gratuities or travel to the hunting location. Approximate retail value of the hunt is $8,500. This prize is subject to federal withholding in the estimated amount of $2037 as described in #10 below.
During Phase II of the Raffle there will be (1) winner for each of the following (7) Arizona Special Big Game Tag species: Desert Bighorn Sheep, Bison, Coues Whitetail, Elk, Mule Deer, Pronghorn and Turkey. Winners of these tags are entitled to hunt anytime during the period August 15, 2024 – August 14, 2025 and must adhere to AZ Commission Order 29. No guide service will be provided with these tags. These tags are awarded by the AZ Game & Fish Department and cannot be sold. Winners of these tags are responsible for purchasing an Arizona hunting license.
During Phase II of the Raffle there will be (1) winner of a Swarovski Optics Package that includes a Z8i 3.5-28x50P Riflescope, NL Pure 12×42 Binoculars, CCT Compact Tripod with CTH Compact Head, and BTX Spotting Scope Eyepiece Module with 85mm Objective. Approximate retail value of the prize packages is $15,000. This prize is subject to federal withholding in the estimated amount of $3600 as described in #10 below.
During Phase II of the Raffle there will be (1) winner of a New Mexico Trophy Bull Elk hunt prize. Included is a guaranteed landowner tag and fully guided elk hunt for (1) hunter provided by Kiowa Hunting Services. Winner has the option of a 5-Day Rifle hunt or 7-Day Archery hunt in Unit 10 in the fall of 2025. Includes meals during hunt, transportation in the field during hunt, and trophy care. Winner is responsible for purchase of New Mexico Hunting License and any State/Local sales taxes to be paid to the outfitter. Winner provides their own hotel lodging in Grants, NM during hunt. Camping is not permitted on the ranch but you can camp locally at your own expense.
Winner must decide between Rifle or Archery hunts within 30 days of notification of winning. Hunt may be transferred with the permission of Kiowa Hunting Services at least 60 days prior to the start of the hunt but hunt type, Rifle or Archery, may not be changed. Once License and Tag are purchased, no changes are allowed. Hunt may not be sold. Approximate retail value of the hunt is $8,500. This prize is subject to federal withholding in the estimated amount of $2055 as described in #10 below.
During Phase II of the Raffle there will be (1) winner of a Colorado Trophy Bull Elk hunt prize. Included is a guaranteed landowner voucher and fully guided elk hunt for (1) hunter provided by Kiowa Hunting Services. Winner has the option of a 5-Day Rifle hunt or 6-Day Archery hunt in Unit 83 in the fall of 2025. Includes meals and lodging during hunt, transportation in the field during hunt, and trophy care. Winner is responsible for purchase of Colorado Hunting License and any State/Local sales taxes to be paid to the outfitter. Winner must decide between Rifle or Archery hunts within 30 days of notification of winning. Hunt may be transferred with the permission of Kiowa Hunting Services at least 60 days prior to the start of the hunt but hunt type, Rifle or Archery, may not be changed. Once License and Tag are purchased, no changes are allowed. Hunt may not be sold. Approximate retail value of the hunt is $11,500. This prize is subject to federal withholding in the estimated amount of $2760 as described in #10 below.
During Phase II of the Raffle there will be (1) winner of a Texas Trophy Elk Hunt prize. Included is a fully guided 5-Day, Trophy Bull Elk Hunt for One (1) Hunter with West Texas Hunt Organization (WTHO). Hunt Dates: September 28-October 2, 2024 with hunter arriving evening of September 27. The timing of this hunt is scheduled to coincide with the Elk rut to maximize trophy potential. Includes meals, lodging, transportation in the field during hunt, plus skinning and quartering of animal.
Winner is responsible for purchase of General Non Resident Hunting License. Hunt may be transferred with the permission of WTHO at least 60 days prior to the start of the hunt. Hunt may not be sold. Approximate retail value of the hunt is $13,500. This prize is subject to federal withholding in the estimated amount of $3240 as described in #10 below.
During Phase II of the Raffle there will be (1) winner of a Texas Trophy Mule Deer Hunt prize. Included is fully guided 4-Day, Trophy Mule Deer Hunt for One (1) Hunter with West Texas Hunt Organization (WTHO). Hunt Dates: November 30 – December 3, 2024 with hunter arriving evening of November 29. This will primarily be a guided backpack style hunt in a semi remote area. Hunter will need to be in good shape for required hiking. Includes transportation in the field during hunt, plus skinning and quartering of animal. Winner is responsible for purchase of General Non Resident Hunting License, plus meals and lodging during hunt. No amenities are provided. You are welcome to set up your own camp onsite in the hunt area or stay at local hotel in town. Hunt may be transferred with the permission of WTHO at least 60 days prior to the start of the hunt. Hunt may not be sold. Approximate retail value of the hunt is $4,995.

Included is a fully guided 3-Day, Trophy Whitetail Deer Hunt for One (1) Hunter with West Texas Hunt Organization (WTHO). Hunt Dates: December 6-8, 2024 with hunter arriving evening of December 5. Hunter will be able to take One (1) Whitetail Trophy Buck, One (1) Whitetail Cull Buck, One (1) Whitetail Doe, and Opportunistic Hogs within reason. Includes meals, lodging, transportation in the field during hunt, plus skinning and quartering of animal(s). Winner is responsible for purchase of General Non Resident Hunting License. Hunt may be transferred with the permission of WTHO at least 60 days prior to the start of the hunt. Hunt may not be sold. Approximate retail value of the hunt is $4,895.
During Phase II of the Raffle there will be (1) winner of a Texas Aoudad Hunt prize. Included is a fully guided 4-Day, Aoudad Hunt for One (1) Hunter with West Texas Hunt Organization (WTHO). Hunt Dates: October 5-7, 2024 with hunter arriving evening of October 4. The timing of this hunt is scheduled to coincide with the Aoudad rut to maximize trophy potential. Hunter will be able to take One (1) Aoudad Ram, and Opportunistic Hogs within reason. Includes meals, lodging, transportation in the field during hunt, plus skinning and quartering of animal(s). Winner is responsible for purchase of 5-Day Hunting License. Hunt may be transferred with the permission of WTHO at least 60 days prior to the start of the hunt. Hunt may not be sold. Approximate retail value of the hunt is $4,995.

Included is a fully guided 2.5-Day, Trophy Axis Deer Hunt for One (1) Hunter with West Texas Hunt Organization (WTHO). Hunt Dates: May 30, 2025 afternoon through June 1, 2025 evening. Hunter will be able to take One (1) Trophy Axis Buck, and Opportunistic Hogs within reason. Includes meals, lodging, transportation in the field during hunt, plus skinning and quartering of animal(s). Winner is responsible for purchase of 5-Day Hunting License. Hunt may be transferred with the permission of WTHO at least 60 days prior to the start of the hunt. Hunt may not be sold. Approximate retail value of the hunt is $3,495.
During Phase II of the Raffle there will be (1) winner of a Texas Hog Hunt for 4 Hunters prize. Included is a fully-guided 2-Day, Hog Hunt for Four (4) Hunters with West Texas Hunt Organization (WTHO). Hunt Dates: March 14, 2025 afternoon through March 16, 2025 morning. Hunters will be able to take unlimited Hogs and Predators. Day & Night hunting options. Hunters can stand hunt over feeders or walk and stalk the canyons on the property. Includes 2-nights lodging, transportation in the field during hunt, plus skinning and quartering of animal(s). Winner is responsible for purchase of 5-Day Hunting License, plus meals. Cooking facilities provided. Hunt may be transferred with the permission of WTHO at least 60 days prior to the start of the hunt. Hunt may not be sold. Approximate retail value of the hunt is $2,600.
During Phase III of the Raffle there will be (1) winner of a 2024 “Field to Table” Culinary Deer Hunt with Hank Shaw. This prize is a Fully Guided, 3-Day Hunt / Culinary Experience for One (1) Hunter. Hunter will be able to take Two (2) Whitetail Does and can add-on One (1) Whitetail Buck for and additional $2,000.00. This is a free range hunt on private property – NO high fences. Hunt Dates: December 1 – 4, 2024 at the Coastal Wings lodge in Loveland, Oklahoma. “Field to Table” Culinary Experience includes Gourmet Meals prepared by Hank Shaw and special guest chefs Rachel Rinas and Josh Valentine. Package includes two (2) does, guide services, meals, lodging, transportation in the field during hunt, plus demonstration and instruction on breaking down your animal. Gratuities and adult beverages are not included. Winner must purchase an Oklahoma deer license ($300 for non-residents). One (1) Whitetail Buck add-on ($2,000) and One (1) non-hunting guest ($1,500) can be arranged with the outfitter, if desired. Legal methods of take are centerfire rifle, archery, crossbow, arrow rifle, muzzleloader, shotgun, and handgun. Hunt may not be sold. Approximate retail value of the hunt is $2,500.
Bonus prizes may also be awarded during the sales campaign and will be announced on the website.
All prizes are awarded as is, without any representations or warranties. Prizes must be accepted as awarded.

Phase III Raffle tickets for the 2024 “Field to Table” Culinary Deer Hunt with Hank Shaw may be purchased beginning 8:00 am (Arizona) on March 1, 2024 and ending at 9 pm (Arizona) on July 7, 2024. The winning entry for each of these prizes (and a first and second alternate) will be selected at random on or around July 15, 2024. The winner need not be present.

Each Raffle ticket may have only a single name, email, phone number, and address listed as the participant. Notifications will only be sent to the listed email. Listed participants are required to notify the CFUSA if they have a new email, phone number, or mailing address. Prizes can only be claimed by, and are issued, distributed and paid only to, the participant listed on the winning Raffle ticket. Tickets can be purchased via the internet; no other proof of entry, ticket, or document will be created or sent in any other form or fashion. Those purchasing tickets over the internet will be able to print their ticket receipt at the conclusion of their purchase. Ticket receipts will be e-mailed to all ticket purchasers. A hard copy of the ticket receipt is not required to claim a prize. Tickets cannot be purchased with cash, check or money order.
Winners of the Jaws & Paws prize and each one of the (7) Arizona Special Big Game Tags will be required to complete a hunter information form and sign an Arizona Special Big Game Tag Sale Agreement form within 30 days of the drawing. Each winner of the Jaws & Paws prize and the (7) Arizona Special Big Game Tags may request the winning tag(s) be issued in someone else’s name, however the tag must be issued within 30 days of the raffle drawing. Once the tag is issued, there are only two ways the tag can be transferred per AZ Game & Fish Commission Rule R12-4-121: 1. Compassionate Transfer; or 2. Transferred to a Minor child or grandchild of the person the tag was issued to.
All required documentation and withholding for all prizes must be returned to the CFUSA within 30 days of the drawing. If a potential winner does not claim the prize within the required period, does not execute and return required withholding and/or documents within the specified time period, is not in compliance with these rules, or is otherwise found to be ineligible, then, at the CFUSA’s sole discretion, the potential winner will be disqualified and the prize will be forfeited and awarded to alternate winners or returned to CFUSA.
The Department of the Treasury requires CFUSA to collect withholding taxes from winners of all major prizes with a cost exceeding $5,000. The withholding tax rate is 24% of the cost of the prize. Following receipt of payment to the CFUSA, the withholding tax will be deposited with the Department of the Treasury and a Form W-2G will be issued to the winner in January following the drawing for tax purposes. This does not apply to any of the Arizona Special Big Game Tags. For the 2023-2024 Raffle, the prizes that would require withholding are the Guide Service on the Jaws & Paws prize, Swarovski Optics Package, the Texas Trophy Elk Deer Hunt, Colorado Trophy Elk Hunt and the New Mexico Trophy Elk Hunt.
(A) Consent to receive information, solicitations, or Raffle materials from CFUSA via email and/or mail and to publicity if a winner.
(B) Represent and warrant that (s)he agrees to be bound by these Rules and the decisions of the CFUSA, which will be binding and final in all matters relating to the Raffle.
(C) Releases the CFUSA from all liability, loss or damage or expense arising out of or in connection with participation in the Raffle or the acceptance, use, or misuse of any Prize.
(D) Knowingly and expressly waives all rights to claim punitive, incidental, consequential, or any other damages (other than for actual out-of-pocket expenses), and/or any rights to have damages multiplied or otherwise increased.
(E) Agrees that all claims, disputes, or causes of action arising out of or connected with the Raffle, or the Prize awarded, shall be individually resolved in binding arbitration without resort to any form of class or representative action.
(F) Agrees that all claims, judgments, and awards, if permitted to proceed, will be limited to Person’s actual out-of-pocket costs incurred (if any), excluding attorneys’ fees and court costs.
WARNING: ANY PERSON WHO DELIBERATELY UNDERMINES, OR ATTEMPTS TO UNDERMINE, THE LEGITIMATE OPERATION OF THE RAFFLE WILL BE DISQUALIFIED AND MAY BE SUBJECT TO CRIMINAL AND CIVIL PROSECUTION AND PENALTIES. SHOULD SUCH AN ATTEMPT BE MADE, CFUSA RESERVES THE RIGHT TO SEEK DAMAGES FROM ANY SUCH PERSON TO THE FULLEST EXTENT PERMITTED BY LAW. CFUSA’S FAILURE TO ENFORCE ANY TERMS OF THESE RULES SHALL NOT CONSTITUTE A WAIVER OF THAT PROVISION.
